Is it just her, or does Futaba remind Naoto a lot of her?

Kinda sorta-ish, but at the same time, no.

She can tell that Futaba does have some resignation towards her and from many things she's overheard and put together, it has something to do with her profession. However, they both have their issues with people around their age group, but they have yet to connect over their disdain for authorities/adult figures. However, they can at least bond over gathering information and making some deductions into figuring out things going on... so, nice to have someone else brainy.

Oh, and Naoto high-key figures Futaba is a Persona User, but provided support like Rise and is unsure how to exactly breech the topic.

Well I mean, we have a Morgana reserved, if they apped, about 90% of the P5 cast's pretense of being normal teenagers from Tokyo with Absolutely Nothing Strange Going On What Are You Talking About will be out the window. Otherwise though they are rapidly getting to the point where they just all need to have a sit-down and talk about this. Futaba will probably be mildly impressed that Naoto had her down pat so early on though.
